Agents taking the 20% agency fee on top of 10-20% client commission for non-union commercials feels like what the writers were facing with agents about packaging fees.

So if an actor books a Union commercial and makes $10k, the 10% commission is $1000. But if an actor books a non-union commercial and makes $2500, the agent could get $500 from the actor and $500 from the agency fee, so also $1000.
